Yugoslavs had successfully freed themselves from the Turks and Germans; now they found that they had placed themselves voluntarily under the guardianship of their own bureaucrats: a new form of domination. The dissatisfaction of workers with bureaucratic socialism was, however, not the decisive factor that led to the introduction of The Origins of Self-Management 25 self-management. e. the ones who held the power, were not so unhappy with a system which vested all power in them and worked reasonably wen in economic terms.
The state monopolized political and economic authority which furnished it with enormous power. All employees in the economy, in the civil service, in education, health, information and banking institutions were state employees, and the respective bodies were run by state administration bodies: by ministries through their departments, divisions and sections, general directorates and directorates, and by managerial staffs and directors who were appointed by the state organs. A system of highly centralized state management emerged thus in Yugoslavia in which every enterprise was subject to strict administrative planning.
The electoral procedure was laid down in the government instructions. The trade unions in each enterprise were to organize electoral meetings and to ensure democratic procedures in the nomination and election of candidates, secrecy of the ballot, etc. The regular conduct of the election was being supervised by the courts. Many party and trade union officials suggested to their higher committees that they should draw up the lists of candidates. They claimed this would prevent the infiltration of workers' councils by so-called Stalinist undercover agents.
