Following on from the 1918 Education Act that increased the age of compulsory school attendance to 14, movements for education reform and child guidance in the 1920s and 1930s were partly predicated on nurture being increasingly perceived as playing a more and more important role in the development of a child. Conventional social arrangements placed mothers in the key nurturing role; but what happened if mothers were unable or unwilling to fulfil that task? Emerging disciplines such as social work, as well as more established ones such as criminology and education, were loci where an expert discourse on the management of childhood circulated.

Not unexpectedly, responses differed by age. Few young people perceived themselves as active risk takers in the stereotypical way we think of youth risk – such as through drugs, alcohol and sexual participation. One young man acknowledged that he was an ‘automotive’ risk taker and described multifaceted risk taking.
