Following on from the 1918 Education Act that increased the age of compulsory school attendance to 14, movements for education reform and child guidance in the 1920s and 1930s were partly predicated on nurture being increasingly perceived as playing a more and more important role in the development of a child. Conventional social arrangements placed mothers in the key nurturing role; but what happened if mothers were unable or unwilling to fulfil that task?
