First, the point of the theory of deliberative democracy, as I see it, is not that we need more proper deliberation in order that preferences can be changed. Because of the stress on the endogenous change of preferences by deliberative democrats, it is sometimes thought that the argument is that in other forms of democracy preferences are not changed and we need deliberative democracy in order that preferences can be transformed. But that, I think, is a misunderstanding. Preferences are malleable and subject to change in any model of democracy, indeed, under any form of government.
